[BUG] "System language" does not use Windows display language

Describe your issue

ElevenClock has an option to use the system language, but it checks your regional format or keyboard language instead of your actual system display language.

Steps to reproduce the issue

• Set English as your Windows display language
• Pick another language for your regional format and keyboard layout
• Start ElevenClock for the first time
• Select System language
