Instability: Process metadata is often unavailable

For short-lived processes, fatrace is often unable to open /proc/PID. To reproduce: while true; do sleep 1; touch file.tmp; done & fatrace

I drafted a solution in branch svenssonaxel/policy-mode, but it's rather hacky and there's even a risk of deadlocking the kernel. The idea is to block the userspace process until metadata can be read. Since this can add latency to the whole system, it's an opt-in CLI option.

Perhaps rewriting to use eBPF is the way forward?
