1.28.3 is broken in many ways

1. there are no meson files in the release file
2. in the tag file we have the meson files, however the version is set to 1.28.2 instead of 1.28.3
3. mathjax_directory variable can't be set/found if there's no webkit installed on the machine
4. caja_extension is not a real requirement but the way the meson is set it's being required

That release somehow got out the door without the version being first incremented. That has been fixed in git master. I could do an emergency version bump and release of 1.28.4 but I do not know now to fix the meson/ mathjax issues. Question is put out a 1.28.4 release with meson broken but buildable in autotools now, or not given 1.28.3 should build fine in autotools though with incorrect versioning.
