Local projects into meta repository.
Motivation
Don't mandate projects to be remote in order for them to be used in a meta repo. Mandating the remote layer (github) to repository management introduces unnecessary difficulty.
Example
I have some local library repo I'd like to use and maintain whilst working on another project. Turn it to a meta repo.
Additionally
This may also prompt a need for someway of 'installing' a local repository into the meta project repo so that it is accessible for the remote. Further overhead may be needed in order to support 'installing'
