[Dev/CI] Check for accessibility of hyperlinks in CI

Repost from #4021 (review), it might be good to check in CI workflow for the accessibility of hyperlinks to make sure they're still alive.

Something like markdown-link-check might be useful, but this just check markdown files.

• ignore CHANGES.md as it contains a lot of links to PRs
