Reordering exercises in editor view not working

Bug in Tutorial Builder

Description

The sorting/ordering functionality in the tutorial builder under the content and exercises tabs is not working as expected.

How to Reproduce

1. Create a tutorial and switch over to the content or exercises tab of the tutorial builder.
2. Create at least 2 or more content sections or exercises. Your choice.
3. Hover over the Hamburger for one of the sections/exercises you created and click on it to try and move the section/exercise up and down.
4. It should stay fixed and not move at all

Actual Behavior

Clicking on the hamburger and moving the section/exercise up or down does nothing.

Expected Behavior

By clicking on the hamburger for a created content section, I should be able to move it up or down so that I can reorder the sections in a way that makes sense to me.

Additional Info

OS: Windows 7,
Browser: Google Chrome, version 62

Current Workaround

Use the latest version of Firefox.
