Add the spline_tac method for fitting a spline to TACs. This is an alternative to using the feng_1tc_tac() method, and can also be used to approximate the degree of noise in a given TAC. This PR also includes tests.
I also added k2prime to the SRTM estimated parameters to make it easier to use it for inheritance in the petfit BIDS app.
