Clarify whether this action requires Matlab Test Toolbox license

It's unclear to me whether this action requires the Matlab Test Toolbox license, or whether base Matlab (with runtests functionality) is enough.

In addition to answering, I might propose adding a specific statement in the readme.

Hi @GregVernon, sorry for the late response. This action does not require the MATLAB Test toolbox. It works with runtests in base MATLAB. Some features (such as use-parallel) do require other toolboxes.

Hi @mcafaro, we typically mention a product name only when it's needed. For example, for use-parallel, we mention Parallel Computing Toolbox.
