Persist the GA archived data

Currently the GA data is lost if we invalidate a archive since we don't have any raw data for GA and we directly add the aggregated data in the archive tables


Based on implementation of  - https://github.com/matomo-org/matomo/issues/20987 the plugin should tag all the archive data with the new state to ensure the data is always preserved
