Allow plugins to add environment options

These options include the following:

• Add extension point calls when an environment is changed.
• Avoid using code in this repository since it's a strong dependency. Pass environment name and core settings instead.
• Add extension calls for when an environment dialog is created so plugins can add a tab
• Add a way of storing plugin settings in the environment metastore elements.
