Implement wallets config approach like in Era

Currently in zksync-os-server private keys are split between different server configs. Instead it will make sense to copy an approach from Era with wallet-specific config. Please, do not blindly copy code from Era, make sure it makes sense for zksync-os-server and change things if needed
