Use xargo for builds

🤔 Rationale

Use standard wrapper for better control. We will be able to define custom "target", that is 1 thread only (allows to use atomics as those will be compiled as normal ops), and some other fine tuning. Otherwise we would have to upstream a custom target to Rust, that is too much burden
