Provides a way to cleanly define and document parts of public interfaces.

Conditions

1. No hit on performance, or an acceptable one -- for EVM equivalence squad to define whether the effect is acceptable
2. Organically integrates into processes
3. Does not break reproducible builds
4. Does not introduce complications in interfacing from the outside
