Bug: Card content menu causes card view to spazz out

Steps to reproduce the behavior

1. Scroll down to the bottom of any card
2. Click on the Add Content button and select "Text"
3. Hover over the new "Text" field and select the ... button on the left
4. Mouse over the "Insert above" option
5. Without clicking on anything, scroll down so the mouse is below the context menu
6. See error

Expected behavior

Context menu should be fully visible without requiring any scrolling. Related to #2189
