Improve video quality and bitrate when using "High" recording quality in Mattermost Calls

Hello, when using the "High" recording quality setting in the Mattermost Calls plugin, the actual video recording bitrate is still relatively low (~1700 kbps at 1920x1080 @ 20fps), and the visual quality suffers, especially during screen sharing or UI-heavy sessions.

The video stream appears blurred or compressed even on high settings, making the recordings hard to use in professional or support environments.

Current Behavior:
Video: MPEG4 Video (H264) 1920x1080 20fps 1767kbps [V: h264 high L4.0, yuv420p, 1920x1080, 1767 kb/s]

Considering that the source stream is sent at a lower bit rate than that, I am not sure how much we can gain by raising the recording bit rate/resolution. We could test, though. The fact that we are re-encoding rather than using the original feed is always going to come at a quality cost.

You could actually play with these values by changing them in https://github.com/mattermost/mattermost-plugin-calls/blob/f50ebbc1ab78abfbbec1e6e73270d251a08f53b3/server/job_service.go#L38-L68 and re-building the plugin.
