Already set plugin configuration are not working properly.

Summary
When the user registers a new OAuth Application in GitHub, then upon creating a webhook for a private repo, the user gets an error message,

even though the private repositories are enabled in the plugin configuration.

This issue is fixed once the user re-enables the settings and then disconnect-connect their account.
