Github create issue modal crashes when incorrect value is stored for organization in plugin configs.

Summary
When the user updates the GitHub Organisation in the system console settings by adding an incorrect value and uses the "/github issue create" or message action to open the issue create modal, then the modal opens and crashes. And the modal dosen't open afterwards until the user refreshes and then again the same thing happens.

We can create a dropdown for the organizational lock in plugin configs.
