I need to execute Mask RCNN with equal or greater than Python 3.8 in anaconda

I have to install this original repo by using greater than Python 3.8 Anaconda. Unfourtanely I could not find the best requirements.txt. When I command "python setup.py install", I get the error. Any suggestion for anaconda ?
