Plugin Not Found

I am having problems trying to install the rcov_rails plugin.

Plugin not found: ["git://github.com/matthewrudy/rcov_rails"]

I am using Ruby 1.8.6-p398 and Rails 2.3.3 on a Windows7 64bit machine.

I have tried every combination under the sun and still get the 'plugin not found' error.

Do you have any suggestions?
