[feat] option to load snippets in memory

Add option to on startup load all snippets in memory so that we only need to do 1 database request on startup

note: this should not be the default since if you run a cluster of strapi instances that would mean that if you add a new one or change it it would not update all the other instances and cause the snippets to be out of sync
