Pi Zero 2W Compatibility?

Trying to get this working on a Pi Zero 2W since it has the same VideoCore IV GPU as an RPi 3, and options.txt has dtoverlay=vc4-kms-v3d by default - but there is no /opt/vc folder - am i just missing some sort of dev package?
