GitHub Actions issues

• Several steps in the tests.yml workflow file fail to post comments in PRs. Example: PR pciutils 3.8.0 #741. These steps use Homebrew/actions/failures-summary-and-bottle-result action.
• GitHub failed to detect step failure:

The second issue above might be related to the use of ~ in result_path and (possibly) incorrect workdir
