Remove (or fix) "Skip Start Menu Screen" setting

We get lots of users in the troubleshooting channels asking about this, it hasn't been working for a while now. Could you please either remove the box or fix the feature? <3

I would remove all of the currently disabled patches ideally to address this...

Also should remove the Supress Intro Movies or whatever it was called, recent change made by #991 apparently breaks Codeware and there are some better ways frankly to achieve the same now. Patch seems pretty pointless and harmful in the end.
