Feature : Create a cmdline utility to update github job page

Requirement:

e2e-openshift repository contains the platform code and directory structure for executing the pipelines and tests (jobs) on a code commit trigger. Each test/job will have a directory in the repository. We would like to update the test results from execution for each test run into the page (for example https://github.com/openebs/e2e-openshift/tree/master/Openshift-EE-3-10/pipelines/OpenEBS-base/stages/1-cluster-setup/test-openebs-install/README.md )

This utility will be called by appropriate command line arguments by the gitlab job running test and the net result will be a display of test results.
