chore: use dependencyDashboardApproval for majors, add reviewer

Major updates now require explicit approval via the Dependency Dashboard
checkbox before Renovate opens a PR. Once approved, mbologna is assigned
as reviewer for manual merge. Removes the silent enabled:false approach.
