Link entities together upon upload of manifest #3
Description
When new publications are added, there may not be an existing dataset entity on Synapse yet, so datasetId (in Portals - Publications Merged) would be blank. When the dataset is added, the publication should then be linked to that dataset Synapse ID. This feature is currently not happening.
Likewise when a dataset manifest is added before the publications manifest.
