Project set up script updates

Recommend that we update create_grant_projects.py to do the following:

• ensure default -m value points to current Grant View table
• record new Synapse Project Ids, Project Links, and Team Links in the table or a CSV (which can be uploaded afterwards to update the table)
• create all folders used for resource sharing: studies, biospecimens, models, individuals, publications, datasets, sharing_plans, education, tools, governance
• update the CCKP fileview All Files v2 with new project Synapse Id(s)
