Build tooling to automate Synapse project setup based on Data Sharing Plans

To assist with configuring grant-specific Synapse projects for contributor data storage and sharing, it would make sense to have some scripts to do the following (non-exhaustive):

• generate relevant manifests via schematic, as google sheets
• create Synapse Link entities in appropriate folders
• add links to DSP sheet(?)
