BBOS Release v0.3

The 3rd release of BreadboardOS has a number of exciting new features! These include:

• Fix #11 - Onboard LED for pico_w not working #21 - Fix for the onboard LED on Pico W boards (thanks @kintar)
• 24 rp2350 support #26 - RP2350 support
• Command history! (mcknly/microshell #1 - thanks to @RoStCode's fork of microshell)
• #8 decouple project top level... merge into v0.3pre #27 - Complete abstraction of platform-specific references from top-level configuration files
