No mousewheel-scrolling in mac osx safari

I have an issue with an older version of perfect-scrollbar. Unfortunately this crashes my website where I spent so many hours of work. Perfect scrollbar was part of a theme for wordpress, which is no longer supported.

The issue: On loading my page, scrolling with the mousewheel works well. When I click a link to another section of my page mostly scrolling with the mousewheel is not working anymore then.

• scrolling works when the mouse hovers the scrollbar
• the problem occures only when using the actual safari browser under mac osx ventura
• scrolling works again for one time when you do any configuration in safari - perhaps chance the text-coding from standard to UTF-8

I would be so happy if someone could help me out and get my page working again. I tried so much but nothing helped me out. It would be sad to me, if all my work there is lost.
