Condenser: settings and persistence store

Condenser has no settings or storage API. Implement a file-based store in the Node backend (under ~/.condenser or a plugin data dir) plus frontend localStorage, and port trackedConfigs/settings onto it.

Confirm our settings, tracked configs, and cache survive a restart the same way they do on Decky.
