Upgrade remix recipe to React 19

Remix is currently going through some changes: https://remix.run/blog/incremental-path-to-react-19

As such, the remix recipe is somewhat behind the rest of the repo - notably, it uses React 18 where the rest of the repo uses 19 as of #739
