Does anyone know where messages sent by users via the contact button are sent, and how to respond to them if necessary?

Yes, it goes to the emails you have set in ADMIN_EMAIL_LIST . This is a list, so it accepts one or more email addresses. You have to set the rest of the email settings in order for email to be sent (as EMAIL_HOST, EMAIL_HOST_PASSWORD etc). Plus set DEFAULT_FROM_EMAIL which is the email sender
