Tax rate sublevel in US

Hello Medusa team,

I'm implementing a custom tax rate provider for the US, which needs to set tax rates for NY (state) and NYC. Any other address gets 0% tax rate, no problem with this.

While I can discern NY vs NYC based on zip codes, Medusa Admin UI only lets me enter the tax rate for the whole state, but not to sublevels.

For now I've had to set the tax rates as a Tax Provider module options, but this is not ideal.

Is there a way to allow the user set tax rates for a subregion within a State?
