RFC : Improve UX around Product Tags

Summary

This RFC aims to provide a better UX when creating a product and a product tag, by doing so directly from the product creation modal

Current implementation

Currently, if you want to create a product tag, you have to do it beforehand by going to the "Settings" page or stop mid-creation (save the product as a draft), create the tag, and then add it to the draft.
This is quite inconvenient for a store manager who uses tags on daily basis

Proposed implementation

What about extending the current UI to allow the creation of a tag directly from the modal when there is no results for the input set in the tag.

For example :

• I type "Black Friday Deals"
• The select will filter the tags, if there is a result then it shows it
• Otherwise it suggest to create it : "Create Black Friday Deals"
