docs(release-notes): rewrite v1.8.14 in template style (one-liners + tight prose)

The previous draft was verbose and dev-flavored. Rewritten to mirror the
v1.8.10.post3 GitHub release notes style as the user requested.

Structure now matches the template exactly:

  TOP HALF (terse summary, one-liner per item, #issue refs in parens):

Tone alignments:
  - First person ("I observed", "I went through")
  - Concrete numbers (40-50min, ~67%, ~14 vs ~50 entries)
  - No marketing language
  - Honest deferral acknowledgement preserved
  - Each bullet 1-3 sentences max

Removed:
  - The verbose "Issues addressed" table at the end (issue numbers
    already inline in every relevant bullet)
  - Multi-paragraph descriptions per fix
  - Internal mechanics that users don't need

Size:
  Before: 201 lines / 16 KB
  After:  195 lines /  9.9 KB (~38% lighter, much faster to scan)
