docs: document how to use OpenTelemetry tracing with CE/EE

There might not be too much extra we need to do on top of what's in the Mend Renovate CLI's docs site (especially with renovatebot/renovate#40126) but it'd be great to make sure that Mend Renovate Self-Hosted users are able to get the benefit of our recently improved OpenTelemetry instrumentation + tracing support.

I'm not sure how much we can/should enable on the Helm charts, as Enterprise folks are already very likely to have their own Application Performance Monitoring and/or observability infratructure, likely ingesting OpenTelemetry data via an OpenTelemetry Collector
