[Install] `istio-system` and `citrix-system` namespaces both created on provisioning

Description
Both of these namespaces are created when provisioning the Citrix Service Mesh. This behavior is true whether citrix-system is specified as the namespace in the Meshery UI or whether default is specified.

Are of these necessary? Currently, no pods are provisioned into the citrix-system namespace.
