[Feature Request] Change the Timing of White Listed Client_Base Rebroadcast

Client_Base is likely to be used in a medium quality locations so it can still cause issues with routing. Instead of rebroadcasting white listed nodes in the Router Window, what if it rebroadcasted with a static delay added to the SNR rebroadcast delay that is calculated in the Client Window but no later then the end of the third quarter of Client Window? It will not shut off clients further away then it but it could shut off closer Clients from rebroadcasting. Thus it should improve network reliability at the potential expense of some bandwidth.

Client_Base would still always rebroadcast for white listed nodes but it would only shut off the rebroadcast of the closer Clients.
