release: bump version to 0.1.4

v0.1.3 was tagged against version=0.1.2 (publish rejected as duplicate)
and the tag ruleset forbids deletion, so 0.1.3 is burned — no artifacts
were ever published under it. 0.1.4 is the actual release of this
content.
