Add local development setup instructions to `README.md`

I think it would help developers get off the ground if we had a local development guide like on the meshtastic/meshtastic documentation repository.

Example:
README.md local development setup instructions link
Local Development Guide for Meshtastic Documentation

This would need to be implemented both in this repository and the docs repo.
