Mesop Dev CLI failing to build on MacOS Sequoia 15.4.1

Not sure when this happened, but not able to start the mesop dev CLI on mac.

Issue seems to be due to this: bazelbuild/bazel#25124

In that issue, one temp fix is to add this:

zlib_version = "1.3.1"

zlib_sha256 = "9a93b2b7dfdac77ceba5a558a580e74667dd6fede4585b91eefb60f03b72df23"

I added it to the WORKSPACE file and it worked.
