publish docker tags for release candidates

I noticed the change for #2153 is tagged v0.2.8rc1.

I would like to use this in docker, e.g. llamastack/distribution-ollama:0.2.8rc1

💡 Why is this needed? What if we don't build it?

It would help to vet the release candidate prior to the final version

Another option is to have a latest tag that points to main.

Another option is to have a latest tag that points to main.

SGTM with a small clarification, latest should be the latest released version (right now 0.27.0). We could make a different tag, main for last commit to main. I'd be fine using that for pre-release vs more precise RC tag.

My bad, you're right, latest should always be the latest stable. But we can have a latest-main tag, that's what I had in mind.
