Reduce Telemetry Overhead

Removing the tracing subscriber brings average call latency from 1.3ms to 500us. We need to get closer to to the 500us while still having telemetry

Reviewing ring-buffer diff; the fast telemetry is still something that is not enabled by default. We need people to dogfood it to make it default. There is some chance of dropped logs depending on the load.

Discussion is ongoing about how to get perf enhancement w/o risking dropping logs.

We should try to determine a maximum overhead we're willing to add to the app with telemetry and track it.
