Support runtime compilation metrics in tlparse

Structured logging receives the following, which is added as a test in test/inputs/autotune_with_compile_id.log (which could be named better):

We'll want to parse this JSON and display it in tlparse somewhere. I think in a section separate from non runtime compile ids would make the most sense, or in its own html file, even.
