Refactor CI job scripts #1127
Description
Our CI yml scripts have a ton of overlap. See e.g. the linux CPU and Macos ones that look pretty much the same
We've prefered copy/pasting rather than refactoring in the past when creating new jobs, but it might be time to refactor everything now that we have 5-ish jobs that look 90% the same.
We could merge some yml files together, and at the very least we should extract common functionality into .sh helpers.
