[Main] Nightly build mega-issue

Context

Our upstream dependencies are putting out things we need in order to provide better performance and UX.
Therefore, we want to have a reliable nightly build of torchforge available for all users.

To-dos

• target vLLM nightly
• PyTorch nightly + monarch
• target TorchTitan nightly
• fix our build process so we get reproducible builds from source whenever we need to

Same question, can we relax Torch's dependency from ==2.9.0 to >2.9.0 (same as several other Torch-around libs) so it can be easier to work on pytorch-nightly
