Move ironic-client to ironic-image

We have agreed in community meeting to move contents of this repository to ironic-image, and archive this repository. Less maintenance this way.

• Move the ironic-client to ironic-image repo under resources/ - ✨ relocate ironic-client to this repository ironic-image#599
• Move container build logic so it keeps building - ✨ relocate ironic-client to this repository ironic-image#599
• Add relocation notice to the project README - add relocation notice before archiving the repository #31
• Remove this repo from project-infra - remove ironic-client from Prow project-infra#925
• Adjust image build in JJB - https://gerrit.nordix.org/c/infra/cicd/+/22752
• Remove ironic-client from community all-owners.sh - remove ironic-client from all-owner.sh community#24
• Update metal3-docs on ironic-client - update ironic-client location metal3-docs#489
• Close all issues and PRs in this repo
• Archive this repo
• Remove this repo from any CNCF indexes, monitoring etc if it has been explicitly configured - 📖 Update Metal3 repos in projects.csv ossf/scorecard#4442
