[Bug]: `Mapping target name conflicts detected` when attempting to use JEI Fabric API on 1.21.10

Steps to Reproduce the Bug

1. Setup a Fabric Loom project,
2. Add the following in build.gradle:

    modCompileOnlyApi("mezz.jei:jei-${project.minecraft_version}-fabric-api:${project.jei_version}");
    // at runtime, use the full JEI jar for Fabric

and the following in gradle.properties:

3. Run gradle runClient or otherwise attempt to build the project.

Expected Behavior

The build should succeed and the game should launch.

Actual Behavior

Gradle reports the following error:

There were unfixable conflicts.
