Fix tcgen

• Make a global command for tcgen Make global command tcgen#1 and use it instead of global python path
• Add documentation
• Add useful message if tcgen is not installed (like Do you want to install tcgen?)

Instead of using tcgen from the extension directly, allow using a command to create the generator.
